New law requires onsite sewage installer registration

A new law, House Bill1433, affecting onsite sewage system installers was signed by Governor Holden on June 30, 2004. This law requires anyone who installs onsite systems in Missouri, to be registered by the Missouri Department of Health and Senior Services (DHSS).

Since 1996, DHSS has registered installers under a voluntary program. Beginning August 28, 2004, every onsite system installer must be registered by DHSS.

“This requirement for registration will improve water quality in Missouri and help to protect Missouri’s water resources as well,” said Scott Clardy, Administrator, Section for Environmental Public Health.

“State installer registration will be required to construct a system even if the property is exempt from permitting due to acreage,” said Clardy. “Installers who excavate or construct any part of an onsite system must be registered.”

Although registration will be voluntary until August 28, 2004, several training and registration events will be offered before that time for the following persons.

  • Individuals that have been registered in certain counties, with approved programs, may attend a short training session provided by DHSS and submit an application with a fee to DHSS to become registered. For a county registration program to be approved, the county must have the authority to require registration and to suspend or revoke an installer’s registration. The registered training session will be offered in several locations in areas of the state where county registration has been required (see website below).
  • Installers, who have not been registered with DHSS or an approved county program, must successfully complete the normal DHSS training course and pass the test given at the end of the course. The registered installers course will be offered in various locations around the state (see website below).

Information about required installer registration, including training dates and locations, is available through the DHSS Onsite Sewage Program’s website: http://www.dhss.mo.gov/ehcdp/onsitehome.htm. To be added to installer applicant lists or for more information, contact the DHSS Onsite Sewage Program at (573) 751-6095. Installers should also contact their local onsite sewage authority with related questions.
